Forest Hertlein, Ph.D.

Executive Director, Federal Programs

Dr. Forest Hertlein brings more than 30 years of experience as a teacher, compliance officer, and public school administrator to TransACT. In this role, he has offered his knowledge and expertise to the development of our parent notifications collections. Dr. Hertlein has published several categorical compliance and program guides for state departments of education and local school districts and has conducted comprehensive training and numerous workshops throughout the nation.

Since 1994, TransACT’s vision has been to provide a comprehensive set of legally-reviewed forms and notices in a wide range of languages for both native English and limited-English speaking parents. TransACT has helped thousands of K-12 educators nationwide achieve compliance with complex parent notification requirements.

The company is led by President/CEO and founder Rick Passovoy, who has assembled a world-class, quality focused team to support the needs of its customers. Rick has an extensive 20-year management background in K-12 education startups with well-known integrated learning systems (ILS) companies, as well as a 10-year management background with Fortune 100 companies.

The TransACT offices were originally located in Mukilteo, Washington, offering services that enabled the Mukilteo School District to communicate successfully with the parents of 12,000 students representing more than 50 different home languages. In October 2006, TransACT moved its headquarters to Lynnwood, Washington, a suburban community north of Seattle.

TransACT’s core competencies include:

  • Web-based document delivery and accountability systems
  • Federal programs compliance, guidance and personalized customer support

TransACT services meet the requirements for several federal funding opportunities, including Title I-A, Title III, Title V, Title IX and Title X. This allows schools to easily budget for services, save time and limited resources, and focus on their core business – educating children.
